Retail Brokerage with Foreign Bonds?

A friend of mine asked where an american can go to buy foriegn bonds, and never having tried I don't know which brokerages will do that. Any recommendations? I don't think we are talking big dollar amounts here.

I know they can trade them retail at smithbarney...

You can also purchase them from TDAmeritrade. Simply have the ISIN available when calling the bond desk.
